How does the VOR do this?

The semicircular canal signal head velocity (h).

A good eye velocity would be the negative of this (e = -h).

In one dimension eye velocity can be converted to position by integration. We saw that in the saccadic system, same process was used to convert the phasic command of burst neurons into a tonic activity.

The same neural network could convert eye velocity (signaled by the semicircular canals) into eye position.
